The U.S. should greatly increase programs to incentivize non-profit, limited-profit, cooperative, and government-owned social housing, including community land trusts.

Despite all the successes in other countries, the U.S. has a history of incompetence at managing public housing… at least when the residents became predominantly Black. See Secret #17.
Hopefully, we’re beyond that today and we can now manage social housing as well as the best countries.
Increasing Zoning Density. Getting rid of zoning is all the rage in the U.S. but its track record is weak so far. One study found increasing zoning density only increased supply a small amount and showed, "no statistically significant evidence that additional lower-cost units became available."
