The Department of Medicine at the University of Illinois, College of Medicine Peoria (UICOMP), seeks applicants for the position of Assistant Director at Positive Health Solutions in the Department of Medicine.
The University Of Illinois College Of Medicine Peoria is seeking an Assistant Director for the Department of Medicine. This is a full-time, exempt position located in Peoria, Illinois (160 miles southwest of Chicago). This management-level position will oversee all social services programs within the Positive Health Solutions (PHS) clinical program and monitor the services provided under a variety of State and Federal programs. This position will also be responsible for a budget planning, recruitment and personnel management.
Serving 15 counties in central Illinois, PHS provides the highest quality of care in a patient-centered environment with a staff of physicians, mid-level providers, nurses, case managers, and mental health counselors.
Program Duties:
- Develop, implement and monitor social services from the Health Resource and Service Administration (HRSA), Illinois Department of Public Health (IDPH), Department of Human Services (DHS) program and the Department of Urban Development.
- Develop and provide oversight of annual case management program planning and budgetary objectives according to grants and contracts.
- Create and implement improved workflows, policies and procedures to improve effectiveness efficiency of services at PHS.
- Assist in the completion of competitive and non-competitive grant applications, along with progress reports.
- Monitor Strategic Plan through coordination of meetings, providing guidance, and maintaining documentation and timelines.
- Attend and participate in PHS Continuous Quality Improvement Program, providing suggestions on areas in need of improvement and addressing barriers or gaps in care for patients.
Human Resources Duties:
- Recruit, hire, oversee training, and supervise work of the staff of the PHS Medical Social Service department while continuously analyzing areas for staff development as well as strategic planning for workforce needs, salary allocations, consistency, and fairness.
- Perform random audits on social service programs addressing any areas of concern.
- Coordinate, document, and assure quality and accountability of office and community activities of staff; which involves satellite offices, program outreach efforts, agency training and educational opportunities throughout the community.
- Regularly staff with supervisor regarding outcomes of work activities and barriers encountered in performing job functions.
Advocacy Duties:
- Maintain awareness of and relationships with other organizations, agencies and community groups concerned with the needs and provision of services to the identified target populations.
- Develop community networks for meeting the needs of homeless people diagnosed with HIV/AIDS.
- Identify and establish working agreements with agencies, organizations and community groups and sites that serve high-risk target groups.
- Participate in networks concerned with HIV among target groups, e.g., IDPH Ryan White Integrated Planning Committee, IDPH Cross Parts Council, HOI HIV/STD Advisory Board, and Continuum of Care.
Other Duties:
- Perform other related duties and participate in special projects as assigned.
Minimum Qualifications
- Master's degree from an accredited school or university in social or behavioral science or related health specialty.
- Minimum of six (6) years (72 months) of progressively more responsible full -time experience in social work in a medical/clinical or other social service agency setting.
- Thorough knowledge of the practices of social work.
- Knowledge of HIV health care practices.
- Knowledge of housing programs through the Department of Urban Development
- Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems.
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
- Knowledge of the principles of public health agency administration and structure.
