OK we have seen tenders published for contract running into the mid 2020s, but for 20 years?? of course it is understandable; this limits the time taken to re-tender at intervals but how does the purchaser know that they are able to commit to financing in the long term. Perhaps the continuing growth in the number of dynamic purchasing system tendering achieves the same goal, but with greater certainty for the provider. What is clear is that the public sector tendering landscape is changing; on the one hand fewer tenders for longer contracts,on the other greater flexibility. 6 年That's crazy for the council - social care service requirements are changing all the time now so why would either party want to tie themselves into a 20 year contract?
