When it comes to Facebook Ads, SLOW IS FAST. If you have a brand new Business Manager, or Ad Account, you want to move slow.
Performing too many actions on a newly created BM or ad account can trigger an automatic flag and a possible disable.
So, when you start fresh, say on the first day on a BM, just create an ad account (usually the limit is initially 1) and then STOP.
The next day, add a pixel.
The next day, add a second admin.
The next day, create a fan page.
Performing all these at once in a brand new BM can trigger flagging.
Same goes for spending on the ad account. Your billing threshold starts off very low ($5, but I have seen as low as $2). Basically FB bills you every $5 of spend, to prevent fraud and abuse.
Make sure all payments go through.
Do no set your spending budget too high at first. Make sure you get charged a few times, and the billing threshold will increase.
So will the daily spend limit. This is set by Facebook and you cannot change it. You CAN reach out to Support and ask for a dynamic daily spend increase, but typically this threshold also goes up as you spend.
The key here is consistent small increase. On new ad accounts, do not jack up the budgets from $20/day to $2000 a day overnight.
This process will feel slow at first, but then you'll realize your billing threshold and daily spend limit will go up pretty quickly.
I don't recommend scaling before you have reached the triple digit billing threshold. ($125 or more).
