The "skill first" approach is not serving well anybody. I speak on the topic with the experience of having seen it at work from both angles. From a client perspective the "skill first" approach does not tell me anything on the candidate attitude and personality. If the assignment is anything more than a "button pusher" one, I would need to get an appreciation on how the candidate is able to produce results in "my environment" how he/she is able to work with the various personalities of the group eh/she'll need to work with. Moreover, the "skill first" colture added value, from a candidate perspective, leads to candidates to produce horrible CVs as before getting to the attention of the person having the vacancy, the CV will need to pass at least two layers (three if counting AI) of scrutiny by people who do not have the knowledge necessary to connect the dots and understand, for example that if one candidate says he/she can run, it also implies he/she can walk. Sentences on the cv, are there just for the purpose of containing as many buzzwords as possible and repeat them as many times as possible, to score high in the prioritising AI algorithm that will show CVs to the recruiter in a weighted order.
