Should the Mandate of Standard Setting Organisations be Expanded?
An Interview with Georg Nolte, Panasonic and DVB Project. Panelists at OxFirst's 6th IP and Competition Forum - The Future of FRAND
1.?What are you looking forward to in your panel, “Should the Mandate of Standard Setting Organisations be Expanded?"
?The panel will see some interesting exchange of opinions from different SDOs operating in different "wireless" spaces, from Wi-Fi over Mobile to Broadcast. It will be interesting to see how they cope with the issues arising in their respective fields.
2.?What is the most exciting aspect of your topic, to be discussed??
The DVB Project is quite unique in that its members share the common goal to advance technology in the broadcast area. While at the time of creation of the DVB Project the transition from analogue to digital was the challenge, now is the time to also deal with the Internet and streaming technologies. More and more players are affected by "broadcast" technologies and get into the business of "television". DVB has a unique IPR Policy which includes the so called "negative disclosure" and "fostering" of patent pools which will be briefly explained.
3.?Where do you think your topic is headed after the forum?
All SDOs will need to regularly check their procedures, working methods and IPR Policy to be up-to-date with latest developments. Currently "transparency" and "essentiality checks" are hot topics that will need to be addressed to inform policy makers, and the panel will for sure not deliver final solutions and answers. So a continuous dialog will be necessary for quite some time.
