Should I hire a technical developer or find a co-founder for the new?startup?

He outsourced Slack’s web and mobile apps to an agency based in Canada.
Steve Jobs found a brilliant tech co-founder to help him build his business (actually, it was Steve Wozniak’s idea, but that’s beside the point).
This is Noah Kagan, Founder of AppSumo.
He hired a couple of developers to build his core product.
In his own words: “We were able to build the core product in one weekend, using an outsourced team in Pakistan, for a grand total of $60.”
As you can see, all of the above can work under the right circumstances.
The best solution for your startup depends on what you are building and the resources you have available.
Since you clearly stated you’re not technical, my advice is that you find a technical co-founder or a CTO to help you.
If you can’t do it (most non-tech founders struggle to understand how to evaluate a tech partner) or just need to move faster, you can outsource it to an agency.
I wouldn’t recommend hiring developers if you’re inexperienced doing it. The failure rate is quite high for anyone managing developers for the first time.
