Shifting Power in International Development

Shifting Power in International Development

In the ever-evolving landscape of international development and humanitarian aid, one pivotal question resonates: How do we move from centralized power structures in high-income countries to empowering locally led development in low—and middle-income regions? This is no small task. It demands a fundamental reimagining of how international NGOs, Civil Society Organizations (CSOs), and funding partners operate—individually and collectively.

At the heart of this transformation lies Humentum’s Theory of Change, a roadmap for rethinking institutional frameworks, fostering cultural shifts, and ensuring inclusive and equitable financial systems and compliance practices. Let’s explore how this vision translates into action.

International NGOs: From Authority to Allyship

For international NGOs, the call is clear: decentralize and collaborate. Decision-making should move closer to the communities it impacts, giving local teams the autonomy to design and implement programs that reflect their realities. This shift isn’t just procedural; it’s cultural.

Embracing diversity within leadership and equipping teams with cultural sensitivity foster authentic partnerships. Funding practices must also evolve. Simplified grant processes and equitable resource allocation recognize the unmatched expertise of local organizations. Ultimately, long-term partnerships rooted in mutual respect and shared accountability will replace outdated hierarchical dynamics.

Civil Society Organizations: Strengthening Local Leadership

CSOs are the beating heart of their communities, yet they often face systemic barriers. Strengthening their governance, leadership, and financial systems is essential. By fostering innovation and encouraging collaboration, CSOs can create adaptive strategies that align with shifting local needs.

Diversifying funding sources and cultivating relationships with local governments and private sector players reduces dependency and builds a resilient financial foundation. Together, these steps enable CSOs to become robust drivers of change.

Funding Partners: Investing in Equity

For funding partners, the challenge is to move beyond top-down models. Participatory approaches that include local organizations in solution design are paramount. Flexibility in funding mechanisms and hiring locally knowledgeable program officers can bridge gaps between intention and impact.

Risk-sharing models are the future. When funders and partners collaborate on compliance and risk management, they pave the way for sustainable, locally led solutions. Such practices reflect a more profound truth: equity in funding requires equity in responsibility.

A Collective Journey Toward Locally Led Development

Collective action is the path to meaningful, sustainable change. By embracing the principles of Humentum’s Theory of Change, international NGOs, CSOs, and funding partners can shift power to where it belongs—in the hands of those closest to the challenges and solutions.

The stakes are high, but the rewards are transformative. Together, we can shape a future where development isn’t imposed from above but co-created within communities. This is not just a power shift — it’s a shift in perspective, partnership, and possibility.

Thank you for sharing this groundbreaking approach from Humentum. I believe that this approach has the potential to redefine the funding policy elements in developing countries. It also can serve as tool for moving beyond instuition based approach to a more practical result based approach...I hope you get more support from donors and developmental agencies around the global to grant acknowledgement and mobilize for change..
