Shifting the Needle for Underserved Communities: Impact Catalyst Women Sparking Hope in South African Communities
In South Africa, it is common for social cohesion and socio-economic upliftment initiatives to be launched without sufficient and meaningful engagement with local communities and municipal governments. As a result, these initiatives often fail to align with municipal development plans and do not adequately address the needs of underserved communities or utilize their assets, such as skills, knowledge, passions, and resources.?
To address this gap, The Impact Catalyst leverages the expertise of its Social Development and Communications Department and employs best practice models in social research, stakeholder engagement, change facilitation, and social development. This approach helps identify the challenges faced by communities, understand local perceptions, and assess risks, enabling the co-development of initiatives that offer fit-for-purpose solutions.?
Leading this effort is Noeleen Greyling, Head of the Social Development and Communications Department. ?She shares her experiences in advocating for collaborative participation between the public and private sectors, which is essential for shifting the needle in underserved communities.?

Driving socio-economic development in communities is both rewarding and challenging. Empowering communities by providing skills, knowledge, and resources has been a significant highlight. It enables people to take control of their future. A big part of this process involves bringing together diverse stakeholders such as government, the private sector, NGOs, and local communities. Through collaborative efforts, economic, educational, and environmental conditions can improve when the public and private sectors work together.?
However, challenges persist despite these highlights. Achieving genuine community buy-in is difficult, especially when there is distrust of external initiatives. Therefore, building trust and ensuring meaningful participation can take time. Cultural sensitivity is also essential; initiatives must be inclusive of all community members, including marginalized groups. Additionally, addressing deep-rooted economic inequalities and high unemployment rates remains a major hurdle, as structural issues within the economy hinder broad-based development.?
2. What are some of the lessons you have learned in facilitating meaningful collaboration between municipalities, mining communities, and corporate entities when co-creating initiatives for socio-economic development??
Some of the key lessons I have learned emphasize the importance of building trust through transparency and consistent communication. This fosters genuine community participation and allows us to align project goals with local development plans. Furthermore, having a shared vision and clearly defined roles is critical to unifying stakeholders. This enables us to leverage the unique strengths of each partner and maintain momentum as we work together toward common goals.?
3. From your experience, what role do public-private partnerships play in shifting the needle for under-resourced communities in South Africa??
Public-private partnerships (PPPs) are vital in driving socio-economic development in under-resourced communities. They bring together the resources and expertise of both the public and private sectors, which is essential for enhancing infrastructure development, creating sustainable economic opportunities, and addressing social and environmental challenges. By combining the strengths of both sectors, PPPs can tackle complex challenges, use resources efficiently, and create meaningful change.?
