SHARE Activities in May
The UNESCO World Higher Education Conference (WHEC 2022)
The SHARE Programme participated in the UNESCO World Higher Education Conference 2022 (UNESCO WHEC 2022) in Barcelona, 18 – 20 May 2022. This participation was a follow-up from the SHARE Policy Dialogue 14 organised in March 2022 whereby an outcome document from the event was jointly formulated together with Southeast Asian Ministers of Education Organization (SEAMEO) Regional Centre specialising in Higher Education and Development (RIHED)/SEAMEO RIHED, the Education, Youth, and Sports Division of the ASEAN Secretariat (EYSD ASEC), and UNESCO Asia and Pacific Regional Bureau for Education – UNESCO Bangkok. The jointly formulated document entitled “SHARE Policy Dialogue – Consultation Report: Higher Education Partnerships to Achieve the SDGs in Southeast Asia” was subsequently submitted to the UNESCO WHEC 2022 Committee. Peer Learning Activities of SHARE Higher Education Harmonisation Community of Practice
The SHARE Higher Education Harmonisation Community of Practice (CoP) continued to gather in two peer learning sessions in May. The 5th peer learning session since the establishment of the Community was held on 24 May 2022 with the theme “The Transformation of Internationalisation in Higher Education – A consultation event with the ASEAN Secretariat”. This ninety-minute session provided an opportunity to discuss, reflect on, and shape ASEAN policy on the Internationalisation of Higher Education. Amongst other issues, support for institutional policies, quality assurance, and programme development was considered. The session provided an opportunity to feedback issues and challenges to the ASEAN Working Group on Higher Education Mobility.
Moreover, the 6th session followed on 26 May 2022 with the theme “Internationalisation at Home to Develop Desirable Competence”. Assoc. Prof. Pornapit Darasawang from King Mongkut’s University of Technology Thonburi (KMUTT) led this 6thpeer learning session of the SHARE CoP. Based on the outcome-based education underlying an educational philosophy of KMUTT, Prof. Darasawang shared how extracurricular activities which KMUTT had offered (both before and during the COVID-19 pandemic) helped develop the specified competence. The session was arranged as a sharing session starting with a short presentation followed by a discussion of activities arranged at the institutions of the participants.?
The CoP is currently looking for members to join a Consultation Group with the ASEAN Secretariat. The group will be asked from time to time its opinion on relevant issues which will be fed into policy discussions. Interested parties may contact the following: [email protected]
The SHARE ASEAN – EU Exchange Students and Alumni Summit
2022 marks the 45th anniversary of ASEAN and EU cooperation since its first Dialogue Relations in 1977. To commemorate this milestone, the European Union Support to Higher Education in the ASEAN Region (SHARE) Programme organised a Virtual Exchange Students and Alumni Summit on 28 May 2022 with the theme: “Youth and Digital Connectivity.”
With four interactive sessions, this summit was joined by distinguished panellists from different stakeholders which include, OCEANS Network, Erasmus Mundus Association (EMA), Erasmus Student Network (ESN), GaragErasamus (gE), ASEAN University Network (AUN), ASEAN Foundation and German Corporation for International Cooperation GmbH (GIZ). The panellists were Neringa Tumenaite (Former OCEANS President, OCEANS Network), Gabriella Mikiewicz (President, EMA), Christian Paska (President, ESN Romania), Serena Tanea (Reps for ESAA, GaragErasmus), Dr Choltis Dhirathiti (Executive Director, AUN), Tia Rahmi Fitriasari (Human Resources and Alumni Engagement Officer, ASEAN Foundation), Arthur Glenn Maail (Senior Officer, Cyber security and Digital Skills, ASEAN Secretariat) and Ingo Imhoff (Programme Director of the RECOTVET, GIZ).
ASEAN Working Group on Higher Education Mobility (AWGHEM) 2025
The Third Meeting of the ASEAN Working Group on Higher Education Mobility (AWGHEM) 2025 was held in hybrid modality on 31 May 2022. AWGHEM Members from the ASEAN Member States as well as the invited participants from China, Japan, Korea, ASEAN University Network – ASEAN Credit Transfer System Secretariat (AUN – ACTS Secretariat), UNESCO, SEAMEO RIHED, ASEAN Human Development Organisation (AHDO), ASEAN Quality Assurance Network (AQAN) Secretariat, and ASEAN Qualifications Reference Framework (AQRF) Committee attended the Meeting.
The Meeting was co-chaired by the ASEAN Secretariat and the ASEAN Foundation with the SHARE Programme as the Operation and Technical Advisor to the Group. The Meeting provided updates on follow-up actions since the Second Meeting of the AWGHEM in November 2021 and further discussed the Roadmap on the ASEAN Higher Education Space 2025 and the implementation plan which will be launched at the upcoming SHARE Policy Dialogue in Hanoi on July 27th.
Activities in June
SHARE Research Study on the State of Higher Education in ASEAN
SHARE released a Request for Proposals for technical assistance on an updated report on the State of Play on Higher Education in the ASEAN region to look into the challenges and opportunities in sustaining ASEAN higher education development following the end of the SHARE programme in 2022. This state of play of higher education report in ASEAN will include a thematic analysis of challenges and opportunities in higher education inclusion, equity, relevance to the changing world of work, and sustainability of an ASEAN Higher Education Common Space. The report will significantly contribute to guiding higher education policy development and reforms in the ASEAN region.
Initiative for ASEAN Integration (IAI) SHARE Study
The SHARE Programme supports the Initiative for ASEAN Integration (IAI) Work Plan IV (2021 – 2025), specifically addressing Action 2 of Education strategic area: “Support CLMV countries to reduce barriers restricting intra-regional student mobility into CLMV countries, with a particular focus on higher and TVET education”. This is implemented through working together with the Initiative for ASEAN Integration and Narrowing Development Gap (IAI & NDG) Division of the ASEAN Secretariat.
In June SHARE released a Request for Proposals for a study in support to the IAI Work Plan's initiatives to increase the number of foreign students studying at higher education institutions in the CLMV (Cambodia, Lao PDR, Myanmar, Viet Nam) countries and promote greater mobility of students between ASEAN Member States (intra-ASEAN mobility) in line with the ASEAN Connectivity Master Plan 2025 and the strategic area of people mobility.

The 2nd Asia-Pacific Regional Education Minister’s Conference (APREMC II)
SHARE was invited by UNESCO to the APREMC II to host a hybrid side event in Bangkok on 5 June 2022. The event was entitled “Digital Transformation and the Future of Higher Education.” The expert panel highlighted the role of utilising digital technologies in the context of higher education transformation at global and regional levels.
The panel discussion shared about key initiatives that contributed to the transformation of higher education in ASEAN as well as in other regions. This side event was supported by UNESCO Bangkok and ASEAN Secretariat.
Training on Internal Quality Assurance (IQA) for SHARE Partner Universities?
Training on Internal Quality Assurance (IQA) for SHARE Partner Universities was held online between 8 to 15 June 2022 as a series over the course of six training days, attended by 31 participants representing 16 SHARE Partner Universities from Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Thailand, and Vietnam. Led by Ms. Petra Pistor and Dr. Sonja Mikeska from FH Münster University of Applied Sciences, Germany, participants engaged in highly interactive group work activities to delve deeper into various topics related to IQA, such as study programme development, evaluation, external quality assurance, quality culture, change management, as well as comparative case studies of IQA systems in different countries. Participants were also prepared to implement their intended post-training IQA activity in their respective institutions.
Meeting with Mr. Mario Ronconi of DG INTPA at EU Delegation to ASEAN
The SHARE Team had the pleasure to return to the EU Delegation to ASEAN on June 9th for a meeting with Mr. Mario Ronconi, Head of Unit, South and Southeast Asia and his colleagues at the Directorate-General for International Partnerships at the European Commission.
Site visits for the Reviews of ASEAN External Quality Assurance Agencies (EQAAs) - Jakarta and Manila
As part of the second round of agency reviews held in cooperation with ASEAN Quality Assurance Network (AQAN), reviewer panels conducted site visits to the Indonesian Accreditation Agency for Higher Education in Health (LAM-PTKes) on 6-9 June 2022,?the Commission on Higher Education (CHED) in the Philippines on 20-22 June 2022, and the?Philippine Technological Council (PTC) on 27-29 June 2022.?The aim of the agency reviews is to benchmark agency practices to the principles in Quadrant 1 and Quadrant 2 of the ASEAN Quality Assurance Framework (AQAF). The AQAF is a development-oriented regional framework on Quality Assurance (QA) developed based on international good practices, by and for QA practitioners in the region. During the site visits, three reviewer panels consisting of QA experts from ASEAN and Europe visited the 3 agencies to verify the agencies' self-assessment reports. In the third quarter of 2022, reports from the reviewers will be made available for the agencies' consideration.?
Consultancy visit to DEQA - Vientiane (Lao PDR)
To support the Department of Legislation and Quality Assurance (DEQA), the Ministry of Education and Sports (MoES) in their preparation of participation in future agency reviews in ASEAN, SHARE facilitated a consultancy visit led by Dr. Kittiya Evans (Thailand), Mohamad Dzafir bin Mustafa (Malaysia), Christian Bryan Bustamante (Philippines) and Ronny Heintze (Germany) and AQAN Secretariat staff.
The visit was held between 13 to 15 June 2022. During the consultancy visit, a focus-group workshop to share experiences on QA standard development, Outcome-Based Education for IQA, EQA reports (among other QA topics) also took place in Vientiane, attended by 31 participants representing DEQA and 5 universities in Lao PDR.
The visit of Deputy Director of Directorate General of Research & Innovation to Singapore
The SHARE Programme Team Leader was invited to Singapore on the occasion of the visit of Deputy Director General of DG Research & Innovation, Ms Signe Ratso. He participated in a very interesting round table discussion on #HorizonEurope at the EU Delegation to Singapore.
SHARE at European Development Days 2022
The SHARE Programme was one of only two EU programmes in Southeast Asia selected to participate in the European Development Days (EDD) 2022 in Brussels on 21 – 22 June 2022.
The SHARE Programme was showcased at the EDD Global Village as an EU-funded stand under the theme Education and Research. We were very pleased to welcome Mr. Jean-Louis Ville, Acting Director of Middle East, Asia and Pacific, Directorate-General for International Partnerships at the European Commission, to the EU Support to Higher Education in the ASEAN Region (SHARE) stand with consortium colleagues on Day 2.
