This confidential leadership role encompasses full project lifecycle ownership, from initial opportunity assessment through successful construction closeout, with a specialized focus on alternative delivery methodologies in the heavy-civil market.

  • The successful candidate will be responsible for strategically guiding projects utilizing Collaborative Management at Risk (CMAR), Construction Management as Agent (CMGC), Progressive Design-Build, and Design-Build approaches where appropriate.
  • This involves spearheading operational reviews, driving technical development, and formulating robust constructability strategies during the pursuit and preconstruction phases, with the expectation of transitioning into project leadership during the construction phase.


In the pursuit stage, this role acts as the operational lead, collaborating closely with the pursuit team (including Strategic Pursuit Lead, Estimating, Proposal/Marketing, and Design Partners).

  • Key responsibilities include rigorously evaluating project risks, crafting innovative technical solutions, developing and proposing Alternative Technical Concepts (ATCs), implementing value engineering principles, and defining comprehensive construction execution plans.
  • A critical focus is ensuring alignment between preconstruction activities and the organization’s operational strengths, resulting in competitive and value-driven proposals.


During the preconstruction and execution phases, the Project Leader champions constructability reviews, construction phasing strategies, risk mitigation plans, and the overall execution approach.

  • This involves close collaboration with internal teams and external stakeholders to optimize project delivery.
  • Continuity is highly valued, and the individual in this role will ideally transition into the Project Leader position post-award, ensuring seamless knowledge transfer and project momentum from pursuit through construction.
