Since its adoption in March 2015, the Sendai Framework for Disaster Risk Reduction (DRR) has made significant strides in global disaster management. The proportion of countries with national disaster risk reduction strategies has increased from 60% in 2015 to 72% in 2023, reflecting a stronger global commitment to understanding and mitigating disaster risks (UNDRR, 2023). Technological advancements, such as the European Space Agency’s Copernicus Emergency Management Service, which has supported over 50 disaster response operations with real-time satellite data, and the use of machine learning for predictive modeling, have enhanced risk assessments. Additionally, community-based risk assessments are now included in 47% of national plans, up from 35% in 2015 (UNDRR, 2023). Governance has improved, with 62% of countries aligning their DRR policies with national development strategies, an increase from 43% in 2015 (UNDRR, 2023). Investment in disaster resilience has also risen, with global DRR funding reaching approximately $7 billion in 2022, up from $4.5 billion in 2015 (Global Assessment Report on Disaster Risk Reduction, 2022). However, low-income countries receive only 15% of total DRR funding (UNDRR, 2023), highlighting persistent inequities. Public-private partnerships have become crucial, with over 70 active initiatives, such as the Rockefeller Foundation’s 100 Resilient Cities, supporting resilience-building in over 50 cities (UN Global Compact). Preparedness has improved, with 85% of countries now having national disaster preparedness plans, and early warning systems have expanded from 55% coverage in 2015 to 68% in 2023 (UNDRR, 2023). Despite these gains, challenges remain, including the fact that 28% of the most vulnerable countries still lack comprehensive DRR strategies (UNDRR, 2023) and data collection gaps, with only 32% of DRR strategies being regularly updated (UNDRR, 2023). Climate change adaptation is integrated into 45% of national DRR strategies, up from 30% in 2015 (IPCC), but further integration is needed. Community engagement has improved, with 37% of local communities now actively involved in DRR activities, up from 27% in 2015 (UNDRR, 2023).
