In the context of Health Tourism, it is “more useful and sustainable” to provide someone with access to the knowledge tools and resources they need to design, create - or transform - and operate a sector-specific Legal Entity (ssLE) than to step in and do it for them - which is something akin to giving them a fish.

Of course, one may additionally, need to provide some “hand-holding” (provide guidance - teach them how to use the knowledge tools and resources).
The phrase "give a man a fish" is part of the full proverb: give a man a fish, and you feed him for a day - teach a man to fish, and you feed him for a lifetime.
The proverb is used to illustrate the importance (in the long run) of teaching someone how to do something (for themselves) and be self-sufficient, rather than remaining “reliant” - usually, on a consultant.
