Searching for solutions for the refugue crisis

I have read so many studies, so many articles and I heard so many opinions about the causes and the proposed solutions for the refugee problem in Europe and the situation in Syria, Libya, Iraq ... But until this moment I cannot find any solution that give satisfaction. I can understand that many people run to simplistic and populistic solutions, but we have to realize that these solutions are not working. Bringing peace in the Middel-East and Northern Africa is the first thing. But how to do that if there is no stable and strong government that can secure security and some prosperity for the citizens? Do we have to go back to the colonial period in which the arbitrairy borders of these countries were designed in Berlin? In most of these countries there is a diversity of ethnicity, religion and languages. How to stabilizes such a situation so that the rights of the miniorities are respected? Federalism can be a solution if these miniorities lieves in seperate areas, but even that is not the case. Stopping ISIS is only one of the many problems. Sometimes I think it would be better for these countries to have a stable dictatorship which distribute the work and mioney on a just and lawfull manner.Perhaps a transiton period would be helpfull? But the recent history in Iraq shows that also a transition government was not effective. Maybe. we have to go back an place the whole region under customacy of the United Nations for many years. But were is the legal basis for such a measure?
