And this is the big question people used to ask, how? where? when? bla bla bla. It′s a big point as if all the organization is working with old industrial methodologies perfectly set up, there is no need to change the whole organization from one day to other, Scrum it′s a culture itself that take time to assimilate and then make it profitable.
3 Steps+1Step:
First, take all the collection of C*O′s and give them some basics about Scrum, they do not really need go deeper but they need to understand and WANT attitude to switch and take the journey, why? because as Scrum is a different approach they need to understand how this "new" framework works and believe on it.
Second, start small. Don′t go crazy changing all departments as the company can go into infinity black hole where be back from there is highly complicated. So, take a small team that is motivated for the change and give them training, then take a small project. For this second part there are several ways to act, you can contract a consulting team to help on the transition (coaching, training, follow-up etc) or hire experienced people.
Third, let′s pollinate. I am 99,99999999999% six sigma or more sure that all the organization will start to see the change (and curious about it) - if the process is properly done - So just step by step, department by department Scrum will arrive. A key factor is, even Scrum is a well define framework, you′ll need to customize it just a little bit as at the beginning was created for pure software development.
Fourth, enjoy and get 360o results, happy teams & happy fans.
