Message from the Chair
Dear SC D2 members and friends,
I'm thrilled to announce that 'Cybersecurity' has been officially added to our Study Committee's name, now known as ‘Study Committee for Information Systems, Telecommunications and Cybersecurity (SC D2)’.
Over the past decade, Cybersecurity has increasingly become a significant aspect of our work, which makes its formal inclusion in our name both relevant and timely.
As we ramp up preparations for our CIGRE Paris conference between 25 August and 30 August 2024, I am excited to inform you that over 80 paper abstracts have been submitted to Study Committee D2.
This is an unprecedented number for our Study Committee, and it is indeed encouraging to see a wide range of pertinent topics important to the role that we play in energy transition, including IoT, asset management, AI (artificial intelligence), cybersecurity technologies and techniques, 5G and wireless technologies, packet-switched networks, teleprotection, and many other important areas.
SC D2 will also have the largest number of D2 paper reviewers this year. We are enhancing our paper review process within our Study Committee to maintain and improve publication standards and to support SC D2’s mission in facilitating collaboration and fostering knowledge sharing.
Thanks to the reviewers who have responded to my request to participate as a D2 reviewer - your assistance will certainly be invaluable in reviewing the 80-plus full papers when submitted in the next two months!

Regarding Working Groups, we are finalising the publication of a new Technical Brochure on Consumer-Side Energy Resource Management Systems, convened by Aleksey Nebera. You can expect to see a notification of its publication from CIGRE in the coming month. This high-quality Technical Brochure is useful and provides a timely and relevant treatment on the topic of DER – well done to Aleksey, the WG team, and the SC D2 reviewers.
If you are still looking for ways to participate in our SC activities, some of our working groups are still accepting members. Two such working groups are the Cybersecurity Working Group D2.51 on Security Operations Centre (SOC), convened by Bruce Large, and the Telecommunications Working Group D2.58 on Monitoring and Maintenance of Packet Networks, convened by Bongani Shezi. Please contact us or your National Committee if you'd like to contribute to these working groups.
The CIGRE Paris Session stands as a pinnacle event in the power industry, unrivaled for its opportunities in idea exchange, knowledge sharing, and the forging of professional connections. It is the event that I look forward to every two years, to meet and reconnect in person with you, SC D2 members and friends.

Paris Session 2024 – D2 Program
CIGRE Paris Session will be held from 25 to 30 August 2024.
D2 Group Discussion Meeting is planned for Friday, 30th August.
Special reporters are identified, but we still seek volunteers to coordinate the interactive tool during the GDM. Please contact us if you are interested in assisting.
C5/C6/D2 plan to organise a workshop on "Consumer-Side Energy Resource Management - Market, Control and Information Systems Perspectives".

CIGRE Future Connections - Recent D2 publications
Future Connections N.13, Sept 2023 – “CIM Methodology” by Roman Bogomolov, WG D2.57 Convener, and Nikolay Belyaev, WG D2.57 Secretary.
The extensive growth of digitalisation has resulted in the development and implementation of numerous applications and systems that utilities use. These applications and systems require data to be used to model the electric grid, generating facilities, operations and planning as well as business functions, different services, maintenance and markets. Integration of many applications and systems is a complex task, especially if the models in use have conceptual differences and different granularity.

36th CIGRE Serbia Conference
The Serbian SC D2 Panel is an active community of Information Systems and Telecommunications professionals from different companies working in the electric energy sector. The Serbian Country SC D2 Panel consists of 24 members from Transmissions System Operators, Electric Power Industry - Generation, Distribution System Operators, Institutes, Engineering Design and Consulting Companies, University Professors and Private Companies.
The main annual event organised this year, including all the national CIGRE study committees, was the 36th CIGRE Serbia conference, in which more than 700 professionals from the whole electricity energy sector, industry, institutes, vendors, engineering design companies, system integrators, universities, and consultants participated.
Many published papers (16) were based on the preferential subjects defined by SC D2, which were presented at the conference, encouraging interactions, and discussions. Participants from the region and neighbouring countries published and presented papers at our Conference, extending discussion topics, and exchanging technical experiences. In addition to the plenary session covering presentations of papers with discussions, ICT companies that took part in the event delivered technical presentations on current topics in the field of interest of SC D2.?
Based on the presented papers and discussion at the annual panel meeting, the conclusion is to continue the research of algorithms and methods of machine learning and their application in a wide domain of business processes in electrical systems.
Further progress has been made in the implementation of IP-MPLS and DWDM OTN transport technologies, which are considered optimal solutions for replacing existing SDH transport networks to improve service quality and resolve the problem of maintenance of outdated legacy equipment.
Special focus will be given to developing and implementing modern ICT solutions related to Cybersecurity.? For the further development of services/applications within technical systems in the electric power industry, it is necessary to provide that, in addition to experts who mainly deal with operational technologies (OT), experts who oversee information technologies and cyber security also actively participate in the processes/projects.
The Serbian SC D2 panel will continue to consider implementing the following technologies: Big Data Analytics, Internet of Things, Cloud, Fog and Edge Computing to introduce intelligent systems in the operation/ maintenance of electric power systems. Network Monitoring Systems will also continue to be in focus of consideration of the panel.?
20th Symposium CIGRE Serbia
The main annual event in 2022, organised by National Committee CIGRE Serbia, SC D2 and SC C2, was the 20th Symposium CIGRE Serbia, Control and Telecommunications in Electric Energy System.
The number of participants at the Symposium was around 150 professionals, which was a confirmation of the continuous, great interest of the electricity industry, vendors, engineering design and development organisations in the control and telecommunications issues in the power system.
In addition to the presentation of papers followed by discussions and the panel meeting, seven technical presentations were delivered by ICT companies participating in this three-day event, including representatives from Cisco Systems and Huawei vendors. The following topics were discussed: MPLS, SD-WAN, Cyber security, Internet of Things, Cloud Computing and Machine Learning.
Regarding international activities, our representative, a member of the International SC D2, Dr Jasmina Mandic Lukic, significantly contributed to the work of SC D2 and Advisory Group D2.03 through her long-term active participation.
Authors (D. Lalovic, V. Vukicevic, I. Vukadinovic, V. Stanisic, M. Jevtic, D. Mitic) from SC D2 CIGRE Serbia participated in CIGRE Paris Sessions 2022? presenting their paper written aligned with the preferential subject –? “Meeting the demands of modern utility and DER with an agile and resilient telecommunications network”.
Our next event, to be organised in 2024, will be the 21st Symposium CIGRE Serbia, Control and Telecommunications in Electric Energy System.

1 年Dear colleagues, Victor Tan presented very voluminous information about the work of the D2 committee. Without pretending to be an expert, I would like to draw attention to a very necessary and controversial point of view on strategic directions. I think that the tasks of the D2 committee can be not only to evaluate the experience of using modern telecommunications and information technologies, but to develop their own, designed to solve problems of critical applications. Such experience has already existed and currently exists.
