In light of the success of the Air Force’s AFWERX Open-Topic SBIR program, the U.S. Army SBIR program has increasingly embraced the concept of an “open-topic,” albeit within a focused tech segment. Essentially the Army is taking a humble approach turning to small businesses as if to say, “We know we need innovation in these different tech segments, but how about you tell us what we really need.”


Mobile Sustainment Tools Open-Topics | Army SBIR | Sept. 11, 2024

$250K

The solicitation aims to develop technology that enhances operational capabilities and logistical support for forces in resource-scarce locations. Accepting Phase I (up to $250,000), proposals should focus on deployable, energy-efficient, and durable tools that ensure readiness and effectiveness in extreme conditions without relying on traditional support systems. Focus areas include:

  1. Advanced Lifting Solutions
  2. Field-Ready Engineering Systems
  3. Communication and Process Optimization Technologies

Shop Tools and Enablers Open-Topics | Army SBIR | Sept. 11, 2024

$250K

This solicitation seeks R&D proposals for innovative tool sets and equipment for flexible manufacturing in repair facilities. Focus areas include smart tools with IoT capabilities, advanced AI-driven exoskeletons for military repairs, customized cobots for precision tasks, and modular production systems adaptable for different products.

Uncooled Thermal Sensor Component Enhancement and Supply Chain Open-Topics | Army SBIR | Sept. 11, 2024

$250K - $2M

The Army wants new ideas to make uncooled longwave infrared thermal sensors (specifically bolometric-type sensors) better in performance and smaller, lighter, more efficient, and cheaper (SWAP-C). They also want solutions to fix supply chain problems for these sensor parts.

The Army is seeking innovative AI/ML solutions that can help the Army innovative and improve. This program is accepting both Phase I and Direct-to-Phase II submissions. All submissions must address the following 6 sub-fields:

  1. Synthetic data generation
  2. Data Validation and Verification
  3. Methodologies to identify and mitigate AI risk (operational and supply chain)
  4. Develop new ways of implementing, constructing, and testing Large Language Models (LLM) or Radio Frequency (RF) signal detection models
  5. Retrieval augmented generation (RAG) proof of concept techniques and early prototypes?to enhance the accuracy and reliability of generative AI models
  6. Collaborative AI technologies or algorithms that enable communication between autonomous and/or semi-autonomous systems at extended ranges

The HEPPS Open Topic aims to fund small business innovations for the Army, focusing on hybrid electric powertrain and propulsion systems. Accepting Phase I (up to $250k) and Direct to Phase II (up to $2M) submissions, it targets technologies for vehicle systems, fuel economy, operational flexibility, efficient aircraft operation, increased onboard power, and military operational requirements.

Battery Open-Topics | Army SBIR | Oct. 15, 2024

The Batteries Focused Open Topic aims to bring innovative small business battery technologies to the Army and attract firms not typically competing for SBIR awards.

This topic accepts both Phase I (up to $250k) and Direct to Phase II submissions (up to $2M). The program seeks out innovative battery technologies that enhance energy storage through advanced anode technologies, future electrolytes, and critical minerals, improve power capabilities and thermal stability, function in extreme temperatures, minimize size and weight, expedite charging times, and meet stringent safety standards, while also providing detailed production capability metrics.

The Environmental Protection Agency’s annual SBIR program recently opened. The EPA is seeking to fund technology addressing:

  • HOMELAND SECURITY
  • CIRCULAR ECONOMY/SUSTAINABLE MATERIALS

Navy Open-Topics | Naval Air, War, Sea Systems SBIR | September 4, 2024

$75K-$100K / ~$1-2M (estimated)

The U.S. Navy is accepting proposals for it’s Open-Topic SBIR, seeking unique technology solutions to answer Navy critical needs. Phase I is to display improved performance over a short period (4-6 months) and Phase II is to tailor the technology towards a potential contract with the Navy (pay attention!).
