Saudi Vision 2030 is an ambitious reform plan introduced by Crown Prince Mohammed bin Salman with the goal of transforming Saudi Arabia into a global economic powerhouse while reducing its dependency on oil. It aims to cultivate a vibrant society, a thriving economy, and an ambitious nation through a series of strategic themes and aligned programs.

Three Main Themes of Saudi Vision 2030

1. A Vibrant Society The objective here is to enhance the quality of life for everyone in the Kingdom through the development of urban and cultural landscapes that cater to a fulfilling and healthy lifestyle. Key programs include:

  • Quality of Life Program: Focused on improving lifestyle through better entertainment, sports, and cultural offerings.
  • Saudi Green Initiative: A commitment to environmental sustainability, aiming to reduce carbon emissions, combat desertification, and protect natural habitats.
  • Public Investment Fund: Leveraging this fund to invest in economic activities that lead to the growth of recreational and cultural facilities.

Health Sector Transformation Program, Hajj and Umrah Program and National Transformation Program (overlaps with economic and governance goals)

2. A Thriving Economy This theme focuses on diversifying the sources of national income and boosting employment opportunities through substantial investments in non-oil sectors such as mining, tourism, and finance. Important programs under this theme include:

  • National Industrial Development and Logistics Program (NIDLP): Aiming to transform Saudi Arabia into an industrial powerhouse and a global leader in logistical services.
  • Privatization Program: Enhancing the efficiency of the economy by privatizing several sectors and improving the regulatory and legislative environment.
  • Investment Attraction Program: Designed to attract foreign direct investments that align with the kingdom’s strategic growth sectors.

3. An Ambitious Nation The goal here is to achieve efficiency and effectiveness in governmental operations, ensuring transparency and promoting digital transformation to improve governance. Major programs include:

  • National Transformation Program: Aligns and tracks the progress of various ministries with the goals of Vision 2030.
  • Government Restructuring Program: Reorganizing government structures to enhance decision-making processes.

Major Projects Under Saudi Vision 2030 (list is not conclusive)

1. Neom

  • Focus: A futuristic mega-city spanning traditional sectors and cutting-edge fields like renewable energy, biotechnology, and digital technology.
  • Progress: Infrastructure development underway with key contracts awarded. The city's foundational structures and transportation networks are in the early stages of construction.

2. The Red Sea Project

  • Focus: A luxury tourism destination focusing on sustainability, powered entirely by renewable energy.
  • Progress: Phase One, including the construction of hotels and resorts, is nearing completion with a target to welcome visitors by the end of 2023.

3. Qiddiya Entertainment City

4. Ad Diriyah

5. King Salman Park

Budgets and Funding

Each project is funded through a combination of public investments, private sector partnerships, and direct foreign investments. While the exact budgets for each project are dynamic and subject to state financial strategies, they collectively represent a substantial commitment of resources, often reaching into the billions of dollars. The Saudi government, through its Public Investment Fund (PIF), plays a crucial role in financing these initiatives, ensuring they align with the broader goals of economic diversification and modernization.
