SAP Testing

I feel I am lost. What in Heaven is so difficult about testing some Software? I read those Requirements and think "Thank you dear God, that I am not responsible for that Mess".
One would assume that in this Day and Age People would know what they are doing. Dependencies and such. Standards of Software Development and Engineering. Basic knowledge of their System Landscape, but NOPE.
We hire People for testing in the middle of the Project or towards the End, expect them to write Business test scripts (Never mind that external Resources have no clue how the Business runs), haven't setup any meaningful test environment, struggle to clearly identify Business Objectives, but "Hey, we need to hire a Tester or Two."
All of that should have been initiated during the very first cycle of Configuration and Data Loads, but "Hell, No".
Given that testing has been on the back burner, how bad are the User Training Documents, which by definition can not even exist, if no successful testing has been performed?
I have to go to Church on Sunday and thank the Lord that I am no involved in such a Mess. ????
