My view. Prevalant theory and chatter in early discover phase -》 new implementation. Reality once business data is reviewed, cost of migrating exactly what you need into a new imp is costed and recustomising the system reviewed -》 the majority will end up with conversion and would be better off optimisting the existing landscape to get fit and lean and then using this method.
