CONTRACTOR SAFETY MANAGEMENT ( CSM) PERFORMANCE MONITORING
All manufacturing and the construction industries rely on external partners called contractors, subcontractors, services of original equipment manufacturers and proprietary service providers. Contractors are to give competitive edge on production target, quality, productivity and to reduce cost, but many times it increases risk with the potential to harm to workers, property, and the business.?
Organization get exposed to higher levels of risk in terms of financial fraud, regulatory breaches, workplace mishaps, reputational damage and sometimes loss of life.?Many organization to pay high indirect cost on worker's compensation. A contractor safety management is effective safety management system for contractors to assist in HSE program to match with the employer expectation. Contract workers are part of a workplace of any execution. ?
A strategy to monitor safety performance by contractors includes:
·?The contractor representative to monitor and manage safety performance while visiting their different workplaces to conduct safety audit of workplace.
·?The contractors to monitor effectiveness of safety management and its controls.
·??The contractors to ensure adequate supervision at workplace and comply with employer’s safety policies and procedures and to report any unsafe incidents, hazards, or near-misses.
·??The contractor to establish the process of Risk Assessment in partnership with the Employer.
·??The contractor to understand the?hazards, safety rules and procedures of the site.
·?The contractor’s personnel to have correct PPE for respective job and be ready to meet any contingencies at workplace.
·??The contractors to have their health and safety plans, procedures and they are responsible for the health and safety of their workers at workplace. ?
·?The contractor’s representative to attend a pre-start meeting and progress review meetings to ensure coordination and open communication on health and safety.
·?The contractors to follow the specific standards and safety procedure for respective workplace which includes the activities like inspections and checks at workplace.
·?The contractors to review and understand employer’s safety procedures to avoid any ambiguity in case of non-compliance to health and safety rules.
·?The contractors to stop work immediately in case of any serious safety violation/incident. Such incidents are to be investigated and recommendation to be addressed and corrective action to be given taken before commencing of work again.
·?The contractor’s HSE representative to coordinate all site works, identifying the worksite boundaries, communicate site hazards and environmental aspects, and resolving conflicting activities at workplace. ???????????
·?The contractors to ensure adequate site consultation and communication on health and safety, like the daily pre-start toolbox meeting, routine audit and observation for any unsafe act and unsafe condition etc.
·?The contractor to report regularly and in time any injuries, safety, and environmental hazards, near misses and incidents etc.
·?A contractor to provide the names and biodata of his authorized representative, trained, certified and skilled workers, competent and qualified Supervisors, and contractor safety supervisors to accomplish the job safely. Employer to review and give acceptance.

·?A list of contractor’s personnel to be sent for skill assessment and screening. Only assessed, approved, and certified, personnel will be accepted to work at site.?The contractor shall promptly replace any Supervisor who is found unacceptable by employer.
·??The contractor to ensure initial and periodic health check-up of its own as well as its sub-contractor’s employees in a frequency mentioned in the Factory Act/Mines Act /any other government acts and rules/guidelines and submit the fitness certificate to the executing authority.
·?The contractor to provide all required approved and appropriate PPEs, approved tools and equipment, in a fit-to-use condition. The contractor to submit all relevant documents of Safety-equipment, inspections & test-certificates (e.g., of chain block, etc.) for acceptance by the executing department.
·?The contractor to follow standard operating procedures, standard maintenance procedures, safe work procedures for each activity of the job and support to modify it as and when required. He must have all such approved documents with him before executing the job.
·?The contractor to conduct a weekly review on the safety aspects of the job; this review to include current safety audit results, injury/illness summary, safety meeting summary, hazard review of the upcoming work, incident, injury and near-miss investigations and compliance to safety standards.
·??The contractor proprietor/project manager to participate in Safety line-walk at the work site along with employer management representative at least once a month. The contractor to assist the department in performing safety audits.
·?The contractor to take all necessary safety precautions during the execution of the job to prevent any accident, property loss etc. He shall be solely responsible for any accident or injury that may happen to any personnel engaged in the work/site.
·??The contractor to impart refresher training from time to time to his employees to create a safety culture at work site through toolbox meetings and mass meetings. ?
·?The contractor to be solely responsible for the safe and social behaviour of his employees. Any adverse report against any contractor’s employee will be treated as non-compliance and the executing department of employer will have the liberty to act on the concerned contractor.
·?The contractor shall not make any changes / alteration to the job plan / equipment without prior consultation with the executing department.
·?The contractor shall not start any job without taking permit to work from an authorised employer official and ensure to have relevant clearances such as positive isolation, electrical, confined space, etc.
·?The contractor to carry out Job Hazard Analysis and comply with the standard operating procedure or any other safety standard, as applicable. Contractors’ supervisors must discuss the job plan and the method of work before the start of any job with the concerned contract executive authority. ?
·?The contractor should immediately report any incidence, injury case, near-miss, and dangerous occurrence to contract executive authority irrespective of the severity of incident, without any prejudice whatsoever.
·?The safety performance of the contractor will be periodically evaluated on a set of defined parameters. Identified deficiencies must be corrected by the contractor. Safety performance will be regarded as an important feature for all future orders by employer.
·?The contractor to ensure that all tools, tackles, and equipment brought onto or stored at employer’s premises for execution of the job are inspected/tested, certified, and fit for use by the relevant and applicable regulatory authorities, industry/ trade associations, or consensus-based best-practice industry-groups. ?
·?The contractor to ensure that employer’s tools, tackles, and equipment, if loaned to contractors for use on site, are maintained in safe working condition as per the norms of the OEM, the industry practices, or other relevant standards, along with relevant test-certificates,
·?The contractor to ensure proper/competent supervision of all the assigned jobs/work areas at site and conduct daily workplace/ site safety inspections, audits by contractor safety supervisor and competent supervisors to ensure compliance to all employer safety expectations, standards, guidelines, etc.
Contractor safety management system?help employers to maintain safety culture and safety standard at workplace within organization. Certified, trained and skill competent workmen are less vulnerable to accident, and it ensures health and safety?compliance?in workplace. A motivational programme may be conducted to improve the behaviour and?HSE?perception of workmen.
