Safety harness helmet speed 40 kmph child 4 years being carried on a motorcycle

On February 15, The Ministry of Road Transport and Highways has mandated that under section 129 of the Motor Vehicles Act, the central government may by rules provide measures for the safety of children below four years of age being carried on a motorcycle. To provide safety ministry directed to use a safety harness, crash helmet, and restricted speed of a motorcycle to 40 kilometers per hour (kmph). The ministry has amended Rule 138 of CMVR, 1989 related to the safety measures for children below the age of four years. These rules will come into force from the date of publication of the Central Motor Vehicles (Second Amendment) Rules, 2022.?

Safety harness to be worn by the child which shall be adjustable with the pair straps. The upper torso of the child is securely attached to the driver. Motorcycle with a child up to the age of four years being carried not be more than the speed of 40 kmph.?
