To build a solid organizational culture, it is not enough to offer benefits. As manager you must be close to your people (employees), to empower and to show that you really care about them.

Same in Safety, if you as HSE professional only talk about procedures, rules, nonconformists, penalties, but you fail to empathize, to show that you really care about them and to made them understand how much they (as person) and their families can suffer in event of an accident, then they will respect the procedures and rules only as long as you keep the eyes on them.

Do not forget that the employees first are humans and humans follow leaders. With rules they are just complying, as long as they understand the benefits or if they are constricted somehow.?

I see that a lot of HSE proffesionals presume that they have influence directly on the workers behaviour on personal/emotional level. In my experience I realized the the true Safety Culture exists were all the Company Leaders believe in that culture and they behave as an example for their subordinates. On the Sites we are going to give support to Site Manager who really count for the workers and his message is more important than yours. Safety Culture exists when Leaders put Safety first on their agenda (for real)!
