To safeguard China's agricultural and ecological security

To safeguard China's agricultural and ecological security, the import of organic cultivation media is regulated under laws like the "Biosecurity Law" and international standards. Permitted media include single types such as tissue culture media, coconut fiber, peat, and treated materials like rice husks and bark, as well as mixtures. All countries and regions are applicable. Production facilities must register with their country's plant quarantine authorities and be recommended to China Customs, with a 5-year registration validity. Media must be free from harmful organisms listed in China's quarantine list and other harmful substances, and must not have been used for cultivation. All materials should be non-viable. Media must be sealed in clean, first-use packaging, labeled with necessary information, and stored and transported in clean conditions. The exporting country's plant quarantine authority must issue a phytosanitary certificate stating compliance with China's requirements. Verification of documents and inspection of goods will be conducted. Non-compliant media will be returned or destroyed. China Customs will adjust the list based on risk assessments. This announcement takes effect from July 1, 2025.
