With the vision of making India, the leading producer and supplier of quality tea in the global market, the Tea Board India was set up in 1903 with the passing of the Indian Tea Cess Bill.?
The Bill provided for levying a cess on tea exports, the proceeds of which were to be used for the promotion of Indian tea, within and outside India.
The Tea Board,?under the direction of the Central Government of India, has wide functions and responsibilities which majorly includes marketing and financial assistance for manufacturing of tea and its promotion, export, quality improvement besides many other functions.
Tea Board has its own quality testing lab called QCL. However, in order to cater to the high demand for testing tea samples, few private labs have been recognized by Tea board to carry out the testing on their behalf.?

Surveillance samples are being sent by tea board as and when they collect these from the manufacturers. Mostly the samples are being collected from the Tea auctions. Testing parameters include mostly pesticides and the ones prescribed by FSSAI for tea.
