Sadly, you can't set up a new Mac using only a keyboard

I hope Apple sees this and prioritizes this Severity 1 WCAG 2.1 Level A blocking defect.
I purchased a new Mac Mini.
Before setting it up, I plugged in two USB devices: a keyboard and mouse.
After turning it on, I tried using my mouse but it didn't appear to work.*
I proceeded through the prompts using only my keyboard:
- Pressing tab to navigate among interactive form elements
- Using the arrow keys to navigate among selection options
- Using the keys to input information
After a few prompts, I was given the option to sign in using an Apple ID.
My cursor was already focused on the input field. I entered my existing Apple ID.
I then attempted to tab all the way to the Continue button.
Unfortunately, after pressing tab once, it seemed nothing worked:
- Not a single keyboard key appeared responsive
I was trapped. All I could do was reset the computer and try again.
I re-created the defect the second time, too.
I checked my mouse, and realized it wasn't turned on.
After turning it on, I noticed I could tab backwards to the buttons and links at the bottom of this screen.
