Russia is on a mission to rebuild its military after heavy losses in the war in Ukraine, but the path forward is fraught with challenges. So far, Moscow has opted to rebuild its military without fully mobilizing its economy to wartime mode, through mechanisms like refurbishing old equipment, offering incentives for volunteer soldiers, and increasing production at existing defense factories. But these efforts have hit a ceiling.
Dara Massicot 's new article argues that for Russia to boost production significantly, it would need to further mobilize its economy to prioritize wartime goals, which could strain its already bloated defense budget and economy. Whatever the Kremlin’s ambitions for its military reconstitution, financial and demographic constraints will shape the future of these efforts.
