Russian Federal Air Transport Agency blaming victims?

What's new: After Russia forces fired on an Azerbaijan Airline plane causing it to crash land with the loss of 38 lives, the Russian Federal Air Transport Agency issued a bulletin about using GNSS in conflict zones. ?It recommends more pilot training.

Why it's important: It is yet another example of the Russian government seeking to avoid responsibility for the deaths. After the incident the government media outlet Tass blamed the damage to the aircraft on an exploding oxygen cylinder.

What Else to know:

• The agency also instructed air traffic controllers to:Assist flight crews in GNSS interference zones.Continuously monitor the position of aircraft.Immediately inform pilots about route deviations or detected problem.These are a pretty good definition of "air traffic controller."
• "More training" is aways popular government response when something goes wrong.
