Russia has decided on further measures against the outflow of capital and for economic development. March 18, 2022.

By presidential decree, Vladimir Putin introduced the following new restrictions on international business transactions in Russia effective March 18, 2022:

1) Prepayments by companies abroad are limited in total for certain types of transactions. Exact limits and transaction types shall be set by the Central Bank of Russia.

2) The following payments cannot be proceed from bank accounts with Russian banks:

  • by the companies based in the 'unfriendly states' to other foreign companies;
  • by other foreign companies to companies based in the ‘unfriendly states’.

3) Currency purchases by foreign companies on the Russian market are limited. The limit shall be set by the Central Bank of Russia.

4) Until December 31, 2022, payments by persons resident in Russia for shares in capital (property) of foreign companies can be made only with the previous approval of the Central Bank of Russia.

'Unfriendly States': USA, EU States, Great Britain, Jersey Island, Anguilla Island, British Virgin Islands, Gibraltar, Australia, Albania, Andorra, Iceland, Canada, Liechtenstein, Micronesia, Monaco, New Zealand, Norway, Korea, San Marino, North Macedonia, Singapore, USA, Taiwan, Ukraine, Montenegro, Switzerland, Japan.
