"Run Away" Bovine - Strategic Lessons

There is an interesting incident which evolved in Surrey where a police car decided to hit-stop a Bovine with arguments of "Concerns with public safety". This made me go to internet and try to get some facts around public safety issues caused by Bovines. Looks like in last 20-25 years, there has been around 54 cases of Bovine attack compared to over 30k incidents and 16 death caused by dogs but a dog not in lead is not hit-stop by a car.
This made me think into power of incumbent culture and narritive in an organisation. If we look at the events from organisatonal strategy eyes and RCA ( root cause analysis) then, we can state :-

The incident in question involves the deployment of a frontline response vehicle that made forcible contact with an escaped bovine on a suburban thoroughfare.
While Surrey Police acknowledges the criticism surrounding the incident's management, particularly the decision to utilize a vehicular intervention, this course of action was guided by overarching concerns for public safety and risk mitigation.
The organisational parallel, we get into situation all the time where either organisational culture or narrative wins the argument from fact. This i would term that as Iceburg model of organisational response
I see a strong case of biased behaviour by Surrey policy for a 10 month old Bovine cub.
