Great and  very kind gesture from Maha-ratna PSUs like ONGC, NTPC, India Oil, Coal India etc. but  it was only Govt. funds , transferred to Govt. on the name or rename under CSR.

Just before closing   of financial year 2019-20,  PM Cares Fund  was launched  & within 4 days, Crores of Rupee were donated/contributed or collected under this.

Many reasons to raise this issue, 1st, yes it was  call from PMO, so saying No is out of Questions for Govt. PSUs or  they are more than happy to transfer these funds to PM Cares to build their own image/PR/brand, 2nd no Audit objection or risk of any vigilance enquiry or any due diligence, 3rd it is always  easier to sign a single Cheque rather than  working on many projects. 4th, its national and global disaster so urgency of funds is always there.

But  was this important to transfer or contribute  only  from CSR  funds or do they have any other option to offer for this  national  emergency call.

We know, Indian Social sector under the civil society organisations (CSOs) is powerful network to reach  at grassroots and work with community. Had this funds given to them under any Covid-19  related  emergencies tasks, the impact would have been different.

It is quite obvious that Central Govt. will allot collected funds to respective state Govt.’s. Pan India and   again state Govt. will  act under  Govt. guidelines to spend allotted  funds, most likely   through  local CSOs/NGOs etc.

Should we expect some major change in the  working behavior of state Govt. for  this new grant /CSR funds received from PSUs and India Inc. or will they  change  or transform the landscape of their working culture, I doubt.

 Another part of  any CSR support  to state Govt.   from   India Inc., is not considered as CSR fund. So  why to  do this lengthy exercise to route this support thru New Delhi.

Better India Inc. take up  this task in partnership with local & effective CSOs/NGOs directly, related  with Corona pandemic, as Pvt. sector has better eco-system to identify partners ,allot funds, monitor the progress of  projects and bring tangible impacts with less overheads.

CSR is loosing the fundamental value for the very purpose it was created. Like some other government Schemes, CSR also being used as a political tool rather contribution towards positive change in societies
