Road Safety Part 1 of 3: Vehicle-to-Vehicle Collisions

Introduction

Understanding road safety in South Africa is critical as the country’s road-related deaths remain one of the highest compared to other African countries. The impact of road safety is severe, affecting both the population and the economy. More than 1.35 million people die on the world’s roads annually, with South Africa’s road-related deaths being particularly concerning. Improved traffic management and road safety awareness are critical success factors for curbing road deaths.

This refers to head-on collisions that are characterized by the impact between two or more vehicles and are among the most dangerous road accidents. The suddenness and force of collisions often leave little time for reaction, intensifying the impact and the potential for devastating outcomes.

Safety measures, like divided highways and clear road signage, seatbelts, and airbags in vehicles can mitigate but not eliminate the risks. However, by conducting vehicle inspections to ensure that there are no mechanical failures and adhering to all the road signage, including speed limits, halting at red lights and stop signs, and avoiding road rage, the number of vehicle-to-vehicle collisions can be significantly reduced.

Moreover, the South African National Government promulgated the Road Safety Act 9 of 1972, intending to promote road safety to reduce the number of road accidents in general. (South Africa. Department of Transport. (2020). 365 Days of Road Safety. https://www.gov.za/about-government/government-programmes/road-safety-arrive-alive-0).

Ncube et al. (2016) state that these are risk factors that contribute to vehicle collisions:

  • Human error is the leading cause of vehicle-to-vehicle incidents
  • Speed
  • Driver capability
  • Vehicle condition
  • Environment conditions

There are several ways to mitigate or prevent collisions altogether. For example, the application of Thero Services’ Life Saving Rules whilst driving:

1.???? Slow down and operate your vehicle with due regard to the prevailing conditions.

2.???? Drive friendly – yield to other drivers and be cautious.

3.???? Maintain a safe following distance.

4.???? Look both ways before you enter an intersection.

5.???? Signal every turn and every lane change.

6.???? Stop at red lights and stop signs.

7.???? Always refrain from operating the vehicle under the influence of any intoxicating liquor or a drug having a narcotic effect.

8.???? Give way to pedestrians on the road.

9.???? Do not use your phone or text whilst driving to avoid any distractions.

In the event that an accident occurs, here are the steps to follow:

  1. Stop the vehicle immediately.
  2. Stay at the scene and ascertain the nature and extent of the accident.
  3. Call emergency services (Emergency Medical Services on 10177 or 112, South African Police Services (SAPS) on 10111).
  4. Exchange personal details for claiming and reporting purposes to the authorities.
  5. Report the accident.
  6. Inform the police within 24 hours to aid those affected by the collision as human life may be at stake which is the main priority to be saved in a collision
  7. It is important to note: Do not tamper with the scene until law enforcement arrives as attempting to assist may cause more detriment
  8. Please note that hit and run is a punishable criminal offense under The National Road Traffic Act 93 of 1996 Section 89(1)

Overall Recommendations

According to various legislation governed by the Government of South Africa promoting road safety as stated below:

National Road Safety Act 9 of 1972:

National Road Traffic Act 93 of 1996:

  • While not exclusively focused on road safety, this Act addresses various aspects related to road traffic, including vehicle standards, driver behaviour, and traffic enforcement.

Occupational Health and Safety Act 85 of 1993:

  • Although not specific to road safety, this act governs health and safety in workplaces, including the road transport industry. Compliance with safety regulations is essential for minimizing accidents.

The above legislation can be read in conjunction with this article to ensure full knowledge on road safety in South Africa.

Conclusion

In conclusion, South Africa faces significant road safety challenges, but concerted efforts, awareness campaigns, and strict enforcement of legislation can contribute to safer roads and fewer accidents. Let’s continue advocating for responsible driving and road safety awareness to protect lives and promote a safer transportation environment. The safe and efficient movement of people and goods is fundamental to a country’s economic and social prosperity – and safe roads are essential in facilitating it.
