The E-Challan system has been reinstated by a two-member bench of the Lahore High Court. This means that once again they have permitted the City Traffic Police (CTP) to issue challan tickets using the safe city cameras.?
According to the reports, the interim ruling was announced on an appeal filed by the Punjab government. The interim order was declared by the division bench which Justice Baqar Najafi headed. The Punjab government filed the appeal against the earlier decision of a single-member bench of the Lahore High Court which banned the E-Challan system.?
During the court proceedings, a Punjab government’s lawyer argued that E-Challan's basic purpose is to charge tickets to motorists violating traffic rules. And this system has really helped in regulating the traffic rules.?
He further informed that the single-member bench mentioned that the E-Challan system does not have the backing of the law. Whereas, this system has the complete support of the law. The lawyer stated?

It was requested by the Punjab Government’s lawyer to delay the early decision taken by the single-member bench. Thus, the two-member bench suspended the decision taken by the singe-member bench after hearing the arguments. A provisional order was issued by the two-member bench to reverse the former ruling.?

E-Challan System?
The E-Challan system was launched by the government to make traffic control smooth and efficient. This advanced system contained CCTV cameras on the road which captured images of the vehicles violating traffic rules. If any driver was seen over-speeding, without a seatbelt, or driving one-way, all these violators were captured immediately by the CCTV cameras.?
The number plates of these vehicles were then extracted by the Punjab Safe City Authority. And the E-Challans were sent to the addresses of those vehicles’ owners. E-Challan was basically introduced to digitize the traffic system.?
