Thiago Alves this supports the research we have done with students - converting offices would challenge the 'norm' of the standard PBSA product which may result in more quirky layouts, different sized rooms, different sized flats and a less institutionalised feel. It obviously takes a bit of creativity and imagination as the standard PBSA product cannot just be shoe-horned into an old office bock layout.
