Repack: Three Keys to Success
The re-pack is upon us and as many people know the clock is ticking. For those who remember the “dark days of television” in the late ‘90s there is a lot of coordination needed for a successful transition with a very aggressive timeline.
1. Good Planning Pays Off
As a scuba diver I was taught to “plan your dive” and “dive your plan”. That is not to say course corrections aren’t needed but there is no substitute for good planning. It starts with a good design for all aspects of the transition including current, interim and final design. There should be comprehensive documentation for the system layout including plan view and front and side views so transmission line paths are clear. Also, a review of all environmental factors such as electrical, HVAC, tower condition and structural analysis should be performed.
2. Forms, Forms, Forms
In addition to the Construction Permit an STA will be required in the event the legacy channel is moving to an interim antenna or transmitter. The FAA requires Form 7640-1 any time there is a frequency or power change. Finally, medical notifications are required for the new frequency just as we did in the 90’s and starting early in the process is a must.
3. Murphy is Upon Us
Good project management calls for constant review of all aspects of the project including installation, testing, regulatory and reporting. Having a schedule that is realistic and includes the necessary overhead for weather, equipment delivery or other delays is important. Regular project meetings with all stakeholders should also be part of the process. Finally, be a good neighbor and keep other stations, landlords and MVPD’s involved in your progress. They will really appreciate it and will be more willing to help if needed.
Valid points. Scuba diving must be similar to flying. My flight instructors always said, plan your flight; fly your plan.
