?Remaining Service Life (RSL) can be explained by understanding every lane KM will loose one lane KM year every year. By adding one lane KM year every year road authority can maintain same RLS lane KM year from start to end of the year.
?Road assets very rarely go out of fashion and must provide safe, environmentally clean, affordable, and life cycle sustainable minimum level of road user customer service. Routine maintenance adds one lane KM year and should be mandatory every year to operate and maintain safe, environmentally clean, affordable and life cycle sustainable minimum road user customer level of service.
When funds are limited, fixing worst first is the worst strategy which increases the safety risk and reduces the level of service. While keeping good roads good and poor roads safe is the best optimum strategy when funds are limited. Road professional should strive to convince the politicians to first allocate funds for excellent, good, fair and mediocre roads before allocating funds?for reconstruction or new constructions. ?One of the simplest, yet most effective ways to determine whether your paved road network is improving or declining year to year is Remaining Service Life (RSL). Associations like PPRA have created calculators that help make this calculation even more simple.

As shown in the chart below every year on top of mandatory routine maintenance, carrying out preservation /periodic maintenance between 200 to 950 (for total 10,000 KM network) or 2% to 9.5% of lane KMs will achieve safe, environmentally friendly, affordable and life cycle sustainable road user customer level of service 85% fair or better in maximum 30 Years

As shown in the charts above notice from Year 1,10,20, to 30 good roads increase from 24%,34%,42%,to 49%. This is an example of keeping good roads good and poor roads safe by conducting $ 3500 per lane KM per year routine operation and maintenance and 2.7% of total network KM periodic maintenance per year can improve net work RCI total fair or better from 78% to 85% in 30 years.??
