Project success depends on all the moving parts of the Programmatic Processes being in place, with the needed data interacting with each other in the proper ways to produce actionable information for the decision-makers to take corrective or preventive actions to keep the project on schedule for the needed cost, to deliver the needed Capabilities to accomplish the Mission or fulfill the Strategy of the project.

What capabilities need to be produced by the project to accomplish a mission or fulfill a strategy… Once the capability inventory is defined, the most cost-effective and efficient options to satisfy the requirements can then be sought.
The CBP states what Done looks like in units of measure meaningful to the decision-makers, which include
