Regulatory Notices - Technical Safety BC

There have been five elevating device regulatory notices issued by Technical Safety BC (TSBC) in 2024 to date. Although your maintenance contractor should be aware of TSBC notices and implement action as required, we believe it is equally important and essential for Owners to be knowledgeable with the shared goal of providing safe and compliant equipment.

?2024-02-22: Safety Order: Hollister-Whitney GT Series Machines – Main Drive Shaft – Revision 1

There have been multiple failures of the main drive shaft of GT-series machines leading to unintended car movement. This safety order required contractors to identify affected units within their portfolio and perform an assessment by March 21, 2024. Where safety criteria are not met, the unit must be removed from service. A drive shaft repair kit is being provided by Hollister-Whitney and must be installed no later than December 31, 2025.

?2024-03-05: Directive: Sealed Bearings in Sheaves Located in a Hoistway

A catastrophic failure occurred in a counterweight assembly due to failure of sealed bearings. This directive requires contractors to perform a detailed examination of sealed bearings in sheaves located in hoistways during each maintenance visit. When early signs of failure are found during maintenance, the sealed bearings must be replaced immediately. If bearing failure is found during maintenance, the unit must be taken out of service until replaced. The inspection of sealed bearings in sheaves located in hoistways must be added to the contractor’s Maintenance Control Program (MCP) records and documented during each visit.

?2024-04-25: Information Bulletin: Dover-Turnbull Canada Counterweight (CWT) Frames for High-Speed Elevators

TK Elevator issued a field bulletin in December 2022 regarding Dover-Turnbull Canada counterweight frames with “U” type crosshead sections that were manufactured between 1977 and 1983. Affected equipment should undergo a thorough assessment of cracks and welds. Any equipment identified to have cracks or improper welds should be removed from service until the retrofit kit outlined in the field bulletin is installed.

?2024-06-22: Directive: Annual Contractor Reporting – Revision 1

Licensed elevating contractors are required to submit annual reporting to the TSBC with respect to equipment information and various test dates. This directive outlines the required information and consolidates reporting requirements to a single date. Any changes to the list of devices maintained by the contractor must be reported to the TSBC within three days.

?2024-07-26: Information Bulletin: Additions or Changes to the List of Maintained Elevating Devices

This bulletin clarifies the annual reporting requirements for contractors to update their list of devices they service under contract. The bulletin also has a reminder to Owners of the requirement to engage licensed contractors to implement a mandatory maintenance program for their elevating devices.
