Regulations aim to standardize customs supervision of duty-free shops in cities. These shops must be approved and registered with customs, located in airport or cruise port isolation areas, and have an information management system. Duty-free goods are sold to travelers with valid exit documents, with the buyer and the person picking up the goods being the same, without a shopping limit but within reasonable quantities for personal use. Goods must be taken out of the country at one time and cannot be stored. Stores must transmit shopping and pickup information to customs. Returns or exchanges require re-entry into inventory or ensuring product consistency. Violations will be dealt with according to the law. These regulations will come into effect on October 1, 2024.
