One of the main aspects of the Design Process are the Weak points of the Design(s) and collapse due to Mis-Understandings of the Loads Applied. A Designer must Proove that the relevant Standards have been followed. For Columns; the effective length/design conditions must be checked to ensure that the Design is fit for Purpose and that Risks inherent at all stages are assessed and provided for.
Plate Girders or Box / Rectangular Girders take account of all the conditions at points where Stiffeners and the Points where the major Loadings are Applied. The effects of Stress Reversals and degree of Eccentricity can trigger a collapse when a Transient Load Application has not been considered in the Design Parameters.
Some situations require that temporary Stiffenings are installed/considered in the Design of the Structural Elements
Too often the Design of such Structures can be subjected to vibrations from the impulses imposed by Transient Loads and the complexities of the Design demand special attention and appreciation of movements/deflections imposed by the Forces Applied. For example supports are mainly designed to take Vertical Loads, however Due Consideration must also be given to Horizontal/Axial Reaction Forces.
