Federal leaders have the first true opportunity since 1979 to regain better control over personnel costs and performance within the Federal sector via President Trump’s executive orders. If the opportunity is used properly, Federal leaders should be able to implement positive, long-term cultural changes. If used without forethought and strategic planning, against a well-defined new end state, the opportunity likely will be wasted as individual leaders forge ahead willfully and generate more hostility from the various unions which are not accepting of the EOs' impact to their power and influence.
