Reason a Resume Necessary Before Getting a Job

Let’s answer this question with a different question: why would a company pick you out of the millions of people on the face of this planet? How do they've a clue that you're interested and qualified for the role they have available. Well, responding to a job posting indicates that you're available but not that you're qualified. That’s where the CV (generally resume in the US) comes in.
It provides some insight into your professional experience so that the company can focus on you from among all the other people in the world.
Additionally, it’s fair to point out that a resume or CV isn't required prior to getting every job. They are increasingly desirable for as the skills for a role are increasingly specific.
A role for delivering newspapers may not require anything more than the ability to ride a bike, so no such documentation would even be requested. The same is true for a fastfood restaurant and perhaps the waitstaff in a finer restauarant… but the managers might be expected to have a resumes so as to choose the most qualify candidate for the role.
