Really good procurement is part of a really good Planning and Implementation Cycle

In my post 'Really good procurement begins with really good Sourcing' I actually described a cyclical process:

This diagram illustrates that cycle:

  • Corporate Strategy & Budget provides overarching direction
  • Contracts Database provides renewal notices and performance information
  • Data Analysis (ERP) and Stakeholder dialogue combines with the above to provide the Project Pipeline
  • The Active Sourcing Filter defines at what Level the Projects will be conducted
  • Sourcing Level helps to define by who and when the Projects will be completed
  • The Sourcing Process is deployed at the given level
  • The chosen solution moves into the Operate/Manage phase with data/Info being recorded for the next cycle

Someone asked me for a general overview of Strategic Procurement, this is partly in response to that request.  I believe buying stuff is not rocket science and need not be overly complicated and full of jargon

Procurement? That's advanced shopping isn't it? Its an old cliche but materials Buyers who focus on price are missing 80% of the potential cost savings. First step should be to persuade their supply chain colleagues to adopt Demand Driven SCM in place of forecast push MRP. Second introduce an identical order to replace mechanism with suppliers which, now that your own manufacturing has stabilised in line with demand, will also be stable and in line with forecast. As a result your supplier will be able to reduce their lead times and the use of unplanned capacity trying to service your previously erratic demand pattern. So if you account for a good %age of your suppliers output they will now be far more efficient and you'll be able to leverage a fair share of their savings. Now that's Procurement!
