Re-thinking Values and Action

As a People Development practitioner and working in Training Development areas in my current company, I'm having a curiosity why does our program doesn't really effected to the people that being trained and developed. Or at least it doesn't stay affected as long as we want them to be.
I know that Kirkpatrick has define the 4 level of training evaluation, and the 4th level that we want to achieved and surely wanted by our management is that our program really can upgrade the business result.
Business result it self are construct of many variables, and competencies of the people that working in the processes of achieving the business result is, as many management specialist and consultants said, the key factors to get it. I have learned and studied and tried so many tools, implement a lot of theories, and still not confidence to measure my Return Of Training Investment (ROTI).
Yesterday I came across videos on Youtube from Johannes Mutzke that I think really struck my way of thinking. I realized that I overshoot my programs and that I have to back to basic for the programs that I prepared. I have to start from Values, what it means to every person at our organizations and can they relate to it to define their actions.
As millennial, using new theories and tools are something that I find interesting, groovy and make me feel good about myself to be able to implement it. I see old ones as lacking and behind. It make me forget about the basics and the foundations for setting my programs. I have to re-think it, or it will not give the result that I wanted.
