Yes the UK (and the rest of the world) is headed for recession, a long, deep, but hopefully controlled one as civilisation faces the adverse thermodynamics of combatting climate change. My guess is that maybe there will be declining growth for four decades before we emerge and a slowly building controlled growth is achieved.
