Where is the place for a Citizen in a City? Considering Habitat for everyone- just like birds animals and trees.. people increasingly loosing ground.. If we need to work together to improve the conditions and work towards the UN Sustainable Development Goals, the UN New Urban Agenda makes it further convoluted and not implementable, we need to do better. Cities expanding rapidly (more building, land grab, pollution, deforestation, mining, dumping) over countryside.. United Nations Habitat -formerly UN Agency for Human Settlements UNCHS went on setting "Global Agenda on Urbanization & Environment" 40 years in the making after 1st Habitat Conference 1976 in Vancouver, Second in 1996 (+5) Istanbul and recent HABITAT III at Quito Ecuador setting "New Urban Agenda" for 2016-36 with 48,000 attendees, students & staff.. millions of hours of jet/auto fuel burned.. What such mega United Nation Events mean? What's accomplished at what cost? Many Meetings of select experts across the globe and every two years World Urban Forums again thousands ferrying around and accomplishing what??

Greenfield/New Cities/Settlements -however Smart or Resilient -as seductively simulated (the computerealistic renderings and reports are sexy and suavv -includes all the right language and datasets- promotions only costs in millions -very sophisticated technical know-how -and so these consultants- however smart - far removed from ground realities) - have evolved as special 'land grab' vehicles for Urban Development -as well as mining/deforestation for water, materials and energy for new urban development - the parched, denuded lands - if not grabbed yet forced to abandon - dumping grounds for garbage and contamination Africa - Asia Arabia or Americas ... United Nations 'High Level' got to grapple Land Grab

UN Resolutions with no teeth for implementation IMHO Question Remains: What was 'New' In this 'New Urban Agenda'? and after ALL said & done spending hundreds of millions of dollars - no one can point to "What was One Singular Message? for one, how about ensuring equitable participation "no one left behind" Some 'Stakeholders' are savvy and resourceful, some or not - At this time world is still majority mofussil even as City population rapidly multiplying - elderly and women left behind and in the Municipalities -the mixed migrant form/add to what is "Informal Economies" they practically run the city services and drivers of change yet invisible, unrecognized, without permits, 'illegal' 'undocumented' .. routinely bulldozed and evicted from their shacks, slums or 'informal settlements' UN Habitat 2 and Istanbul +5 recognized this factor for "Cities Without Slums" however in past 20 years it's evident Nation-States establishing "Slum Clearance Boards" - better out of site and out of sight :-( this vast so called informal sector have no space - no policy in the city.. Smart Cities and Resilient City Officers need to consider Data Poverty - where majority of the citizen -devoid of data -fail to figure in any programs, budgets and schedules - making policy patterns of (urban) development deeply flawed .. way forward to 2016-36 Habitat IV need be "Slum Friendly Cities"

WUFs should consider clear field context such as "Sanctuary Cities" besides routine 'Agenda 2030 along with (aspirational) SDGs. WUF9 should take up 'Sanctuary Cities' as a central theme toward Implementation of NUA and the 'Right To The City' the context is very clear for Americas now as UN Nation-State Members Vs Cities and Municipalities square off at courts and at borders on fundamental issues of Habitat. Asia and Africa also Municipalities only can respond to glocal climate change, and basic services and human rights (and not leaving behind Arab World for plight of migrant workers who build and run the cities ..

The New Urban Agenda" Zero Draft now ready after Earth Week Consultative Sessions at UN HQ New York puts all it's eggs in the "city" and aspires to make the basket pretty.. livable, green, sustainable .. in reality increasingly un-affordable/congested/polluted to live even for the affluent/literate/urbane ... Anything at UN is 'High Level' eg a routine seminar on recent projects at the nearby American Institute of Architects New York Chapter (AIANY.org) becomes a 'High Level Panel on Urban Infrastructure' by the 'Consortium for Sustainable Urbanization' ..one may think that world's architects and engineers are working together to change the world - yet after the 'High Level' UN Meeting everyone goes home and then meet only in the next such seminar, in the meanwhile glossy reports with people shaking hands pop up across the global professional journals .. there is no follow up or mechanism at UN Habitat, even people who sit at the high chairs at these high level panels don't know each other what they are doing or not doing.. there appears little effort on 'Partnerships' and little percolates to projects for real ..
the Habitat 3 Policy papers make no mention of countryside (well see 'indigenous' - point out urbane scholars.. cities are 'inclusive territories' ..go figure .. when we are highlighting solutions eg BRTS for Transportation and Pollution.. policymakers only have urban and periurban population in mind - lack of transportation for villagers would trap migrants and further increase burden on cities and further pressure on city services and city sustainability and so further focus on cities and the cycle of countryside ignorance, indifference, neglect and disregrd for the larger Habitat continues- "New Urban Agenda" means what? we need to simplify the message emerging out of the conferences

town people have to come to the city - Municipality tells them to go back (thanks to Habitat 2, Istanbul+5 .. 'Secure Tenure' evolved as a tool to deal with evictions, Now Calls for building walls is in vogue! We again deliberate on language back and forth.. Open Green, BRTS, SUTP, Gender Equity .. when US President unleashed Federal decree and banished certain Nationalities - the Supreme Courts and some States declared "Sanctuary Cities" eg New York, Chicago, San Francisco started issuing Municipal ID cards (as against National IDs) to allow the marginalized populations to exist, to access city services and resources that the poorest disproportionately contribute to yet hardly credited for running the cities fundamental functions -such as sanitation.
As we recommend making cities Livable/Resilient regardless they suck of the resources from the countryside - unintended consequences of "New Urban Agenda" rather than a "New Habitat Agenda" propelling population to the cities -where are country people (or those displaced by climate change, conflicts) going to go in the City???? on dead rivers? can sit in a park (but no benches) or play ground - but is't that rightfully for players!) stand on the foot path (if there is one) 35% land under streets but that's rightfully for cars/auto) actually there already no place but home bunk or office cubicle to rightfully 'belong'..
WHERE IS THE PLACE FOR THE CITIZEN IN THE CITY and so IMHO the singular slogan "Quito Protocol" is Unequivocal Right for The City For ALL The Zero Draft would rapidly become the final draft and already the process of making, editing, adding, checking this text, words, phrases so cumbersome - I think the scholars involved are tired and hopeless - they need some fresh country air .. .. if not out of the 100s of papers - what message we are deriving from Habitat3? Who would fathom that .. Stakeholders!
Consequences of Climate Change and The Conference Carbon Footprint Don't we have all the experts and agencies involved ... as the leading authors/editors of the numerous Policy Position Papers now Zero'ed - and if their own laments are evident in their own positions/publications on Habitat or "Global Agenda on Urbanization & Environment" then what is "New" one may ask coming out of what would be 100,000 Hours of jet fuel (and 1,000,000 hours of auto fuel + scholars/professors midnight oil burnt ;-) for the Urban Forum mega parties between Nairobi and New York to and fro Quito?!
Habitat III Conference at Quito Ecuador mid October (45,000 participants, officials, Diplomats - half of them from overseas) Auto fuel burned not counted, let alone paper, ink and trash.. Carbon Calculations for the 'Prep-Conferences' across the globe: New York, Nairobi, Mexico City, Singapore, Surabaya etc etc NOT counted (nobody cares effectiveness of this fat spending - in the name of the weakest) for what it turned out to be a lame duck "New Urban Agenda" even all the contributors, GAP constituents, various national Representatives, speakers, authors, scholars now agree- it is a useless, tooth less bundle of documents - and for the conference extravaganza - nobody could have attended any of other events and happenings than what they came for - given 400 different seminars scattered in the sprawling campus devoid of any directions - it's impossible to attend the 40 different meetings at the same hour -so WHAT'S THE POINT GETTING EVERYONE AT ONE PLACE? 2018 February World Urban Forum again would get a gathering of the same IS IT WORTH IT?
Leaving a wider gap in the Ozone Layer nullifies all the talking and writing about sustainable environment & urbanization. Conference could have been far better accomplished ONLINE - and perhaps there would have been better and equitable participation and better outcome .. those who can afford the expenses and those who can find the TIME .. so much individual energy wasted as little else can be done during transit and in flights - lugging the luggage, logistics, jet lags and anxiety, language and loss in translations - Having a conference in this manner is utterly obnoxious - further Habitat III completely ignored the fact that Ecuador's Coastal Countryside is devastated by Earthquake - there was no mention, lecture or seminar leave alone any tour or guidance for anybody even to learn about Disasters as Critical Factor for 'Habitat' ignore we may for some time yet the nature's warnings ...
ANY KEY LESSONS ?after all said & done : WHAT YOU REMEMBER from UN HABITAT III or from THE NEW URBAN AGENDA??
We are not excited about what these 1000+ Papers are proposing. Not so far. Yet got to pour over them, because next 20 years are our time to make the difference. Aren't we the best the planet has got? So far is our best good enough? Are we gonna see some solutions?

SLUM FREINDLY CITIES ...Not Slum Free Cities, Cities without Slums, Slum Clearance, Slum Eradication .. bulldozing slums, demolishing shacks is a costly and useless government excercise that fails to fix the problem as the poor has no alternative but to come back to the city, to swamps they stabilize and find place to house themselves, feed and sustain themselves - a duty the Cities failing miserably )
Slum Dwellers subsidize City Services (and Carbon Footprints) as Slums (informal, illegal Settlements, economies) use minimal land, water, electricity, significant production yet minimal consumption, no safety, healthcare or insurance yet provide 70% of the minimal wage workforce (and almost equal or more payers of direct/indirect taxes, revenue) as compared to Homeowners, Market Forces enjoying the best of the planets resources subsidized at slum dweller's cost and the rich are returning enormous waste, garbage, contamination
SO THE SOLUTIONS MUST SEEK SLUM POPULATION PARTICIPATION

Interestingly 2015 UN H3 had solicited a 'Call for Solutions' unfortunately it vanished midway through the conference prep-cons :( We at -P-A-T-H- gathered all the discarded materials from the 'Habitat Village' bamboo, ropes, plastic sheets, cardboard, wood, tarpaulin, paint, adhesive tapes, posters, banners and with the displaced - built better than before - and it'd continue with the community..
..Smart Cities need to focus on information technology e-governance of the agencies NOT governance of the cities ... eg IT Infra, Hardware/Softwares, Apps, Data Analysis for Land Records/ Building/ Materials/ Housing/ Sanitation .. Lets revisit the term "Data Poverty" again ..consider Big Data on Domestic Violence in rich or poor in the city- there is no data or too poor data - how would one know if an affluent household has child or elderly abuse? or the sweeping generalization that slum dwellers - poor drink cheap liquor and beat up wives- it's difficult to have proper data on such an important 'urban' reality .. so the term Data Poverty - and how would we plan budget schedule program for such invisible yet important sector ?

8 年Interesting article. Particularly relevant in a developing country like India that has witnessed mass migration to urban areas in recent years. Growing up in Mumbai, I witnessed a lot of this migration. As that urban expanse increases, it needs to be managed effectively, as sooner or later there is bound to be an impact on the rural areas and natural eco-systems used to sustain it. Personally, I feel that it will be mix of technology and community awareness that can create a balance between rural and urban economies.

8 年@Anoopchaturvedi thanks@Makrandbhoot for raising topic of global interest. I am to see it from from a different angle and to connect it with Environment & Climate Change. So much abstraction from the Nature and in turn only waste, waste and .......waste to the Environment.Modern urbanization is restricting us getting quality air & water mainly. There have been developed so many good ideas,concepts,design & practices but lack of quality standard implementation e.g. Energy Conservation Building Codes, Energy from Waste and Waste Water utilization......... Waste management i.e. segregation,disposal,utilization/recycling of the waste is the biggest threat to modern urbanization and energy generation from waste, last drop utilization of waste water itself is a solution. There is need for adaptation of intelligent appliances for waste collection, recycling and automatic segregation of glass,paper & plastics etc. Use of such appliances not only in house hold & offices but at public places to be encouraged. It will reduce burden on our environment. @Makrandbhoot very well said need to restrict migration from villages/towns to cities by their equal level development, employment generation, better & fast connectivity with cities by modern public transportation system,infrastructure & other facilities. Where are problems ,there are hopes ....The day our community will find an element to absorb CO2 from atmosphere, would be greatest breakthrough and efforts are on in this direction.

8 年Makrand, it's a strong and political essay with an important goal. I'm from Brazil and I think it could be good for my country. We have a lot of slums, specially in Rio de Janeiro, and we really need projects like yours. Slum Friendly Cities! I'm part of Art of Living (humanitarian organization) and we have a beautiful social work at a big Brazilian slum the name City of God. Together we can change the world!
