Recent events have shown that under the pretext of the Covid-19 epidemic our governments have violated the fundamental freedom of citizens, including the use of freedom of expression and movement. The criminalization of personal and social relationships must also be seen as an unacceptable part of the plan of those who favor the isolation of individuals in order to better manipulate and control them.
Public health cannot exonerate civil authority from its duty to act wisely for the common good; this is all the more true as many authoritative voices confirm that the alarmism about of Covid-19 amplified by the media seems absolutely not justified. These forms of social engineering must be prevented by those in charge of government, by adopting measures to protect the citizens, of whom they are the representatives and for whose interests they have the obligation to commit themselves.
It is unreasonable to penalize remedies that have proven to be effective, often inexpensive, only because lobbies want to guarantee the pharmaceutical companies a good profit.
How is it possible to justify tracking or any other form of localization systems? The fight against Covid-19 - as serious as it is - should not be used as an excuse to approve questionable projects of entities with very strong commercial and political interests.
Finally, the political responsibility of those who represent the people can absolutely not be entrusted to technicians who go so far as to claim for themselves disturbing forms of criminal immunity.
A democratic and honest confrontation is the best antidote to the risk of imposing subtle forms of dictatorship, presumably worse than those that Europe experienced in the last decades

Thank you Hubert for this thoughtful analysis. Those who advocate questionable or bold policies should apply them first to themselves and their relatives. Or as Nicholas Nassim Taleb has rightfully stated: put skin in the game.
