Democracy in Pakistan

During the British rule the rural areas were kept un developed and illiterate on the basis of the reason that British regime used to get manpower for their defence forces from these areas . In return they had given jagirs to the influential people who were instrumental in the recruitment of the soldiers from these areas. These people became wadairas and jagirdars on the basis of the lands received from the Britishers .These wadairas used these young men for the development of their lands as well.

At the time of creation of Pakistan these wadairas and jagirdars joined Muslim League. 80% of the population of Pakistan is in these rural areas and under direct control of these wadairas and jagirdars, The jagirdars kept these areas under their domination as undeveloped no infra structure was developed.There were no school .no hospital or any sort of modern facility for the people under their influence in these rural areas.

These jagirdars and wadairas were elected as the MNAs/MPAs in the newly formed National assembly/provincial assemblies. Their singular objective was to make money through their positions .They indulged in every sort of corrupt practice through which they could make money for themselves and for their future generations.They sent their children for studies in Atchison college and after graduation sent them to UK for studying law.They were strengthening their control in the assemblies .

As these jagirdars and wadairas were in majority in the assemblies they only formulated constitution which provided them protection ….there was nothing for the common people in this state.

Looking at this mass corruption army under the leadership of General Ayub Khan imposed Martial Laws .These jagirdars and wadairas were arrested ,lloted money was recovered and these were Abdoed i.e., not allowed to take part in politics. Army ruled but no land reforms were done. In 1962 general elections for the BD (Basic democracy) were held. The same jagirdars /wadairas were again elected as the BD members and through this BD system were again in the assemblies and in the cabinet and again the vicious cycle of corruption started in full swing.

The people in the Eastern wing were educated ,they on the basis of education were aware of their basic rights they raised their voice against this rule of ,”Maal Banao”. The rulers on the Western side started propagating that Eastern part is a liability. Forces were used to crush the agitations .Political leaders were put behind the bars .Studen leaders like Sheikh Mijib Ur Rehman who played a significant role in the creation of Pakistan was labeled as ,”Traitors”.This policy of West Pakistan brought nothing but hatred for West Pakistan..India took advantage of this and started funding the movements which were initially active for the eradication of corruption now started working against the state. Mukti Bahni was formed. These Mukti Bahni members were trained in India …they were provided arms and ammunition to fight Pakistan Army. Nothing was done to address the grievances of the Eastern Wing .In the Western wing people in the assemblies continued their loot at a greater pace and accumulation of the wealth in the foreign banks was enhanced.

Jagirdars and wadairas were again in the assemblies in the general election of 70 .It was considered as a fair election .The result of this election gave a clean cht to Mujib Ur Rehman for an independent state ,”Bangla Desh.”Army at this stage resisted by arresting Mujib Ur Rehman and others but the situation was now not in the control of the so called powerful.A war broke out .The Indian forces entered Dacca …General Niazi and 90,000 soldiers surrendered and were made POWs …

This entire defeat was the result of Jagirdarana System in the Western Part of Pakistan.In 71 East Pakistan became Bangla desh and the Pakistn was only the part which was previously West Pakistan. A dynamic/vibrant leadership emerged in Pakistan in the form of Z A Bhutto. He wanted to do a lot but again the Wadairas played a significant role .They became a part of the right wing now and they started movement against Bhutto. With the efforts of Right wing with the support of Wadairas Zia imposed Martial Law …He emerged as an Islmaic leader …people who wanted to see Pakistan as an Islamic state welcomed Martial Law ..Islamic punish ment with more severity were imposed .PPP workers were given lashes in Public. No jagirdar or Wadaaira was arrested for any crime. This Islamic Martial Law of Zia Ul Haq a lot of jihadis to fight a was in Afghanistan against Russia .It was a war of USA but Zia and his companions gave it a name of Jihad.About 4 million of Afghan refugees entered Pakistan. They were kept initially in the camps but later on under the pressure of Right wing parties they were allowed to enter into the residential areas of Pakistan . With a wrong policy these Afghans became a part of Pakistn. They got the Green Passport .They captured a major slice of the cake in the businesses .They crippled railway by introducing goods transports.

The general election after Zia death in a crash again resulted in the same Jagirdars assemblies …no reform just corruptin..assemblies were dissolved ..new election …an establishment sponsored government entered in the arena with the majority of Zamindars /Wadairas and jagirdars . The same corruption..ne reforms for the common people. No long term plans for the development .Every project was backed by kick backs.

Again a Martial Laws .This tome by a general with a vision and with ambition to do something ..elevtions and the same old story Jagirdars in the assemblies on the basis of 80 % of the votes in the rural areas under the domination.

Qualified voters

It is a high time that a change be brought in Pakistan .the change is needed for the survival of the Pakistan. In the past 70 years nothing has been done to build a strong foundation of the state . Now through executive orders the qualification of the voters be established as ,”Graduate” from some recognized university. These qualified voters will elect the right candidates …the candidates who will change their destiny.

The 2nd action which is needed is a ban on the developmental funds for the members of the assemblies. This action will restrict the entry of the corrupt mafia in the assemblies.

If we want that there should be a strong government then ,”Land Reforms “ be done befor the general elections so that the corrupt Jagirdars/Wadairas should not become a part of the ruling elite class.

Until the achievement of these basic amendments no election should be held.
