QRA Study as per OISD-244 for High Tension Line at Vashi Black Oil Terminal (HPCL)
Ensuring Safety at High Voltage: A Critical Risk Assessment for HPCL’s Vashi Black Oil Terminal
In the bustling MIDC area of Navi Mumbai, Hindustan Petroleum Corporation Limited's Vashi Black Oil Terminal manages the critical storage and distribution of Light Diesel Oil (LDO) and Furnace Oil (FO).
A high-tension power line traverses this terminal, introducing unique safety challenges.
To address these, a comprehensive Quantitative Risk Assessment (QRA) was conducted in line with OISD-244 standards.
This study meticulously identified potential hazards, evaluated failure scenarios—including jet fires and explosions—and assessed their frequencies.
The findings revealed that both individual and societal risk levels fall within acceptable limits. Key recommendations emphasize stringent vehicle controls, robust firefighting systems, strict adherence to maintenance protocols, and thorough safety training for all personnel. Implementing these measures is vital to safeguarding the terminal's operations and ensuring the well-being of its workforce.
