My personal experience brings me to the conclusion that to incorporate an extreme weight variation to bring about a lasix acception would be too punitive a pursuit and could result in physical damage at a very vulnerable time in the racing career. ie- there are no handicaps for two year olds that I am aware of because of that precaution.
I would rather see the elimination of lasix in two year old events as has been attempted by top tracks in the discussion. Lasix is a performance enhansing drug and is the main reason that it is abused in America and not because it retards bleeding. Unlike 3 and up categories most two-year olds are propelled mentally by their own volition. To add to that vehemence artificially at two years old is risking an overreaction in my experience and can bring early physical damage. I know that this assessment is not widely shared because most horsemen were not also riders. I hope that this answers your query David.
